Sounds to me like the buyers broker and paperwork are weak.

My brokers papers are fine. It states sale upon Visual, Paperwork, Survey and seatrial. Along with all the stipulations what I have to pay for and the seller.

On the last one did they actually accept by signing your offer to purchase? Are you including earnest money with the offer?
 
That makes you an intelligent buyer. You'd be surprised how many people don't understand what the costs are, to bring a cheap boat back to service. They wouldn't be buying the cheapest boat listed.

Same here. Next week, my 240DA 2004 will be delivered from dealer (non-SR dealer, but similar brands and mercruiser). In the Netherlands is common that dealer will trade-in your present boat. Didn't negotiate a lot regarding asking price, but boat will be delivered fully polished and waxing, all systems working condition, full engine service, fixing two transducers, and on top of that, 2016 season full warranty...

Prefer to spend my money to prevent any issues, instead of during the season and boat in workshop!

10+ year old boat would need a survey and appraised value, just to get insured, whether it's you that buys it or the next guy.

That's not entirely true. Geico will insure without a survey. Berkshire insured mine without survey, and geico is now insuring it without survey. Both with the same agreed hull value that exceeds what I paid for it.
