Ontario had a month's worth of rain/precip in one weekend this last week. Water levels were already predicted to increase this year over last. The site below is not yet updated for this but once it does it looks like record levels for Superior and near records for everywhere else (Lake Ontario 2017 was the record year). Looks like they must be managing the outflows from Ontario better this year. We'll see how all of this rain affects it though.

I realize this was primarily a wind event, but seems to happen with more frequency due to the higher water levels

Lake Superior is 4" lower today than it was a year ago at this date. The Corp of Engineers publishes the current weekly water levels every Friday. Google "Great Lakes weekly water levels" for the latest data on the lakes. Lake Michigan is about 8" lower than it was in 1986, the highest level in recent recorded history.
 
4.7" of rain in 4 hours. The Milwaukee River is purging every bit of wood and debris with in 20 feet of it normal banks. Even Tom Sawyer could break a record heading down the river today! Where does it all go?

I hope none of them asian carp are washed into the lake with the other garbage.
