2016 Sundancer under-powered

My friend is buying a 2016 Sea Ray Sundancer with twin 4.5 Hp and Bravo 3 stern drives he is concerned that this boat is under-powered. He ask the dealer to have full gas tanks and water tank and the dealer said there is just under a 1/4 tank of gas in both tanks no water and they are not going to put any gas or water in the boat. He will have four people no water in tank and just under 1/4 tanks of gas in the boat at the time of the sea trial.
Does any have or know any one with this boat is it under-powered with twin 4.5 hp

I've never ridden in that set up but the Mercruiser 4.5L is 250hp; I would think with twins it would be OK.

Figure out how many gallons are needed to fill the tank, calculate the weight and add an appropriate number of passengers to simulate full fuel tanks.
