I don't know what each state did. I do know that any state that did not apply the fed regs to non commercial (again part of the confusion) use have no need for a change. A couple years ago I was going to trailer to GA. I called each state to inquire on the surge brake issue and was told the only regs I had to meet were those pertaining to when brakes were required not what type.
