2000 480 SEDAN BRIDGE -RPM Restriction

I purchased a 2000 480 SEDAN BRIDGE earlier this year and she has been running fine but I have just encountered a problem where I cannot get the motors to rev higher than 1300RPM when in Gear. In natural they will rev to 2100RPM no problem.
The boat has Twindisk EC-100 controllers, one upstairs and one down. I have tried both controllers with the same result.

It seems the EC-100 controller system thinks it is in trolling mode or this is some safety feature I do not know about.

Any advice or guidance would be greatly appreciated.

If you have engine sync/cruise control, make sure it isn't turned on. I had the same problem and realized that somehow the cruise control rocker was turned on which limited the ability to move the throttles passed the cruise control set speed,
