1999 210 Sundeck Hard to Start

Hello all, thought I'd put this out there for you opinions. My father has a 1999 210 sundeck with a 5.0 EFI I believe. It is very difficult to start and appears to me for run very rich. Dark exhaust smoke once it finally does start and the associated staining on his swim platform. It seems to me that it's more a problem when the engine is warm than first start of the day.

Never seen these issues with my 2005 model, admittedly lower time and equipped with MPI.

Any ideas?

Not entirely, although this spring he changed the spark plugs and wires etc. It seems some better but not entirely as easy to start as I think it should be.
