Do 1999-2001 mercruiser 5.0 / 5.7 MEFI-3 TBI engines have “Crank SHaft Position” sensors?
 
No
You'll only see them on motors with coil packs (No Distributor)

I am changing my 5.0 long blocks out to 5.7 long blocks.
My starboard engine has the sensor pushed into the plastic timing chain cover.
My port engine has the opening in the plastic timing chain cover for a sensor, but the sensor is not there.

There are no wires leading to the installed sensor on the starboard engine or the uninstalled port engine's sensor. Just like you said.

My question is, if there isn't a "Dummy" sensor in the plastic timing chain cover, is there a potential for oil to leak out there?

Port engine does leak a lil oil but I don't know where it's coming from or do I now?
