1998 310 rudder position indicator

I have a 1998 310 with 5.7 260hp and velvet drive transmissions. My rudder position indicator moves as my RPM increases/decreases. The guage seems to work but will sweep back and forth as RPM changes. I'm guessing i'm getting a bad ground somewhere. Has anyone seen this before or have any suggestions before I get started?

Where is the gauge located? Are you sure you are not looking at the sync instrument?
 
We picked up this boat about a month ago and I haven't had time to mess with it yet. If this is an engine synch gauge, it is affected by rudder position. IF my memory is correct it is right between the tachs~ideal location for an engine synch gauge! However, I'm sure I remember the gauge moving as I turned the wheel so I ASSumed it was a rudder position indicator. I'll have to verify what the gauge is for before I go any farther. Thanks.
