1997 BR 190 speedometer problem

1997 BR 190 speedometer just began behaving erradicaly. First it registered no speed, then speeds obviously slower than we were traveling. Also, after starting out and moving up to approx. 3,500 rpm, the speedometer showed nothing, then slowly began to move up the dial until hit about 20 mph, but never went above. Does this sound like a cable problem, or sensor problem, or something else. Spinner sprocket at bottom rear of transom is not hindered by seaweed or anything else. Thanks for any help.
 
is this a factory speedo?
if so the pickup is in the outdrive itself. it is a very small hole on the leading edge of the lower unit. take a very small drill bit, by hand and clean out the debris that is in the hole. this should fix your problem.

top prop: thanks for the reponse. I was confused after reading your post, so I called my local shop who confirmed that the speedo pickup was at the leading edge of the outdrive. The spinner sprocket I thought was the speedo pick-up actually belongs to my deapth finder. You guys have it figured out - his response to me over the phone on how to remedy the problem was almost word for word what you responded. Thanks again.
