1990 Nissan boat repair

Hi all- pulled the boat out of Lake Minnetonka last weekend and this was the result. The bow hook came right through the hull. Can not reach this from the inside of the seat so will have to repair from the outside. Any suggestions on how to fix this?

Not from the outside...........

Somebody put the seat in so it can be taken out.
