1984 SRV 210 Cruising Speed

I just purchased a 1984 SRV 210 Cuddy Cabin. It has a Mercruiser 260 with a brand new SternDrive SE106.

The engine seems to run pretty smooth. The only thing is that with one person (175lbs) the boat goes 21mph at 3,000 rpm and 29mph at 4,500 rpm (this is the max speed of the boat).

I am trying to find out if this is normal operating performance or if there seem to be something that needs attention.

Something seems off there. Not too long ago, I had a Sea Ray just like that--heck, we'd ski at 30 mph.

You should be seeing more like 45+ mph. Something is amiss.
