1978 SRV 220 with mercruiser 230 problems

I just recently got the boat and it's a great hull. I was going to take it for it's first test ride and have found that the steering doesn't turn. I am brand new to i/o drives and have never worked around one before. I am completely unaware to how they are set up. As far as I can tell it was completely winterized before I got to it. as in no fuids in it anywhere. I am looking for suggestions on what type of power steering fluid to use and what type of gear lube to use and what to put in the trim tab reservoir. Most motors have a preference to type of fuilds used and this appears to be the best place to get information about the Sea Ray in my driveway. I know this probably sounds very amateur, it is as I am an amateur with I/O drives. I will gladly welcome any input that I can get about what the systems will most happily run on.
 
I just recently got the boat from a gal who had it in dry dock for the past 4 years. The entire thing had been drained as part of the dry dock mooring apparently. slowly going through it and finding a few bugs but overall it's a most excellent boat as far as the condition of the hull and the interior. a little tinkering with the rest and I'm hoping to be cruising the Gulf of Mexico by mid-August.
 
So is the steering frozen? Try rocking the outdrive back and forth (gently!). If that doesn't work, you will most like need to change out the steering cables. Has the boat been sitting for any length of time?
 
Yes, it's been sitting a very long while. 4 years that I know for sure. Am already looking into replacing the cables. And saying not nice things about the people who put in in dry dock.
