1975 Sundancer

Have just purchased a `75 Sundancer, and the steering is seized, wondering if anyone can assist me in this problem:smt101

I had the same problem I talked to a guy who works on mercruiser and he told me to rock the out drive back and forth from the outside of the boat. He told me that I wouldnt be able to shake it hard enough to mess anything up. So i tried it even though I didnt think it was a good idea. But it worked for me. I still still dont think its a good idea.
