There is no such time as 12:00 PM. PM is an abbreviation for Post Meridiem, latin for after midday. Since noon was traditionally when the sun was at its zenith, that's midday. It can not be after midday at midday.
In modern times, noon isn't quite when the sun is at it's zenith, (google railroad time) but the concept still holds true.
