My guess is that the web server software is having issues and not releasing connections. Since they aren't really persistent connections we aren't seeing any impact, the web server software just continues to add up the phantom connections. That is my guess but I much prefer the theory of the North Koreans suddenly having a fascination with Sea Rays; at least we would have one thing in common with them.
