07 40 DA Survey Need Cooling System Scoped ?

In process for 07 40 DA w Cummins QSB 425 hp. Need Survey and one surveyor has a great reputation says no need to scope aftercoolers or heat exchangers. He is a level 3 thermographor. Has a fancy camera that can see fluids running through cooling system. Is this ok ? Just checking.

I had engine surveyor use a bore scope on this boat. Pulled the anodes and you could really see old pieces of impellers, anodes, etc. He also shot with a temp gun during the sea trial and no hot spots. I had him go completely through the entire raw water side of the engines after purchasing. Electronic engines-they can read all alarms and watch engines perform on a computer during sea trial. I want to know everything I can. Just my $0.02....
