Larry that is the most annoying thing about my 2000. Although I haven't gotten around to it, the solution should be simple. I was thinking a couple strips of fabric sewn to the filler cushion and snapped to either the underside of the cushions or the table. It's a bad design to begin with I know.
Not knowing what engine you have and the symptoms it's hard to help but I recently went through diagnosing a no start condition on my 7.4L. It turned out to be the slave solenoid on top of the engine.

Here's a little tip for the shrinkwrapped boats. If you're planning on sanding in the spring, use the wrap as a dust barrier. Try and cut it down the middle and weigh the halves down over the sides. So when someone rants about a little dust they can't blame you.
