Just had this same issue on my boat. Ended up letting a local dealer pull the hatch, clean it up and re-seal it. Cost was about $275 and is now water tight again. I saw video on youtube of someone doing it. doesn't look difficult.
May I ask how you even put a value on something like this in order to make a purchase when it's impossible to tell whether that boat is better off on the scrap heap or is actually fixable? Heck, you may be paying him to haul his junk away which might be all he's looking for.

You may want to consider saving the hard drives and using them for storage. Usually it’s the OS that goes out or the laptop itself but the HD is still useable. You can buy a very cheap device to plug a hard drive in and connect it to a USB on a PC and at least get pics or other files off it...
