Does it always have to be windy to run into high waves or can ocean currents create high waves even in calm winds?

It sounds like swimming to shore will work. My Lexi swims like a fish. When in my pool you can push her under and she just pops up ten feet away and comes back at you.....lol. I've watched her swim for almost an hour without getting out.
