I am not certain that is foam. Those 17 are unicorns (great boats), but should be a cored hull. Capt. Rusty above would know better. If cored, SeaRay has said for years that it should dry. First, you need to find where the water is entering from.

Could also be a bilge issue. Is your bilge set on automatic? Is your float switch good?

Your well intake should be from the seacocks, not "splashwell" holes. Those are actually for bilge, deck, etc to get water off boat. If those are underwater while running, you might be overweighted. Can you take a few pics? I just restored a 91 21'1 from ground up....
