Finally found the problem. When fully retracted, the two rods were sliding together so that they bound up and did not have the power to lift the hatch. I put spacers between them so that they are about 3.5 inches apart and secured the whole assembly with nuts. Now works like a charm! Thanks...

Thanks very much to all of you for your advice! I am headed down to the boat now to try and remove some of the fluid and check over the electrical connections. Hopefully, this will fix the problem!
