When you fellas change your fuel filters (I have 2 per motor) do you shut the tanks off with the motors running until they die out to minimize fuel in the lines and filters?

I had some water in the hold in the picture below. There are 2 hoses on the port side of the hold. I assume they are from the water tank. Didn’t see any obvious leaks in them. Has anyone had a similar issue, and can anyone confirm the hoses are from the holding tank? Thank you.
