Tightening that nut and bolt would just clamp the outer tube. With the amount that it moves, it seems to be missing a bushing on the inner tube. Welding it would solve the problem, but I'd prefer the right solution if possible.

It's vulcanized rubber. Hopefully it doesn't degrade over time like the bullets do. Sea Ray used the same bullets under the aft seat and the black rubber comes off on your hands when you touch it. It also doesn't wash off easily, so the underside of my seat is stained from it.
@Vince BB I purchased the catch from marinemax. And I ended up purchasing a hockey puck to use as the spacer. It was a little on the thick side, so I used a belt sander to remove some material. I used some epoxy to adhere it in place and it has been holding strong.
