The Service Bulletin calls out the new, 33 lb-ft value when installing exhaust elbows or risers onto exhaust manifolds. Not for the manifold to head fasteners. For the manifold to head fasteners you should stay with the original specifications, 20 lb-ft.
My 7.4's use the four slot gaskets, but your manifold / elbow pic show a 90 degree nipple on the top of the manifold and a nipple on the riser that I don't have. Where do those nipples get plumbed to? Attached are service bulletins regarding the gaskets and water intrusion.
When you set the base timing did you set your Scan Tool to "Service Mode"? For MEFI versions 2 & 3 Service Mode will preset the idle to the correct rpm to set the base timing. For MEFI 1 versions you need a shop tach and adjust the idle to 1800 rpms.

You may want to try to turn the engine over by putting a socket and ratchet on the front of the crank shaft and give it a spin to ensure its not hydro locked.
Agree with scoflaw... I replace mine every 5 years. Once they fail, its too late. Salt water will enter the engine via the exhaust vales and after that it gets ugly fast.
