#1 is a volt meter. You have 120 volts +/- to the panel.
#2 is the 120 volt circuit breaker for the battery charger. It is turned off. Make sure the boat wires you disconnected from the battery charger are not touching anything and then turn it back on. You should have voltage to those wires...
