I am not sure what tool you got on amazon. I had a cheap tool and tossed it in the trash as I had similar problems. I purchased a Pres-N-Snap tool and never had any trouble ever again! The tool is certainly worth the money...
Also, check each end of the power cords, the pedestal outlet, and the boat outlet. Look for any brown burnt areas. Unfortunaly, these cords don't last forever after constant removal.
Make sure you use any screw on black hubs (if you have them) to keep the cords connected tightly and waterproof!

The inner plate Is used when the pump gets scored. Because the pump is made of Brass, it can get easily damaged. Thus, Mercury came out with a solution rather than replacing an $800 pump.

I am 100% sure. If you are installing the inner plate (the one that drops in) that plate is 0.030 thick. Thus the new impeller will be that much shorter.
