Hopefully someone can chime in with the correct name for the part, but is there a small skeg looking attachment to the bottom plate of your outdrive? If so, it can be loosened and re-positioned to correct for pulling issues.

If you are unsure of the age of the risers and their gaskets, I'd start there by removing and inspecting them and replacing the gaskets if there are no obstructions (rust blockages) in the risers. They should be put on a three year cycle, so at least start with a date you know you replaced...
I've not had any issues with NBOA either, but then again I've never had a claim. I found significant savings as well when I switched from BoatUS to NBOA three years ago.
In my experience, the SeaSucker needs a flat non-matted finish (such as on smooth gelcoat) to stay stuck. It may temporarily stick to a textured surface, but it will not stay and I definitely wouldn't trust such a surface for mounting anything with a SeaSucker.
The above poster is correct, the cushion will have to be disassembled in order to be restitched. Any automotive upholstery shop should be able to do this for you. Just bear in mind that if one cushion's stitching is failing, the others are not far behind...
