I believe the green ground wires you are referring to are part of the anti corrosion system & not part of grounding the electrical system. My bilge heater is just plugged into an outlet in the cockpit. I could be wrong. Hopefully someone far more knowledgeable then me will pitch in.

It can be done. You want to find a good fiberglass shop & the nessesary hardware. I live & boat on inland lake. Finding that kind of hardware, would all be online research & order for me. Sorry I cannot offer more help. Good luck.
