Had Boat out this weekend. Trim started acting up when engaging. Fluid level is good and can hear pump trying to move but will not lower from trailer position.

Hello Everybody, new to site, I have a 95 250 Sundancer that we keep at Lake Powell UT. Recently the power steering has become very difficult if not impossible. The fluid reservoir is full and fluid is not discolored, the belt is tight. Any help would be appreciated.
