Sorry if this was mentioned before...... but check for power at the pump itself.
It could be some relay in the HVAC that's not telling it to turn on.
Once you have a Aha moment.... please let us know what the problem was.
Are you a DIY'er?
1) I would check strainers and then check impeller to make sure it's intact to rule out water flow.
2) Check oil level.
It's 100% unacceptable to have to hire another mechanic to fix another mechanics mistakes.

What kind of boat are we talking?
Wet slipped boat or trailered?
Speed boat or cruiser?
Owner have any documented maintenance records?
Get a volt meter and start checking.
If you have a dimmer switch make sure you are seeing 12v at the switch and then go from there.

From your description it sounds like you have a stand alone battery on one engine and then 2...
The big one is always stowed...... but the previous owner bought a small round one which works out nicely.

That's for sure right there. I busted a serpentine belt on a Saturday afternoon so off to the one marine parts store that had one belt in stock...
Most fire extinguishers have the pin "seals" unless it's built into the pin keeper like some throw away/non rechargeable fire extinguishers.
When I did oil and filters on my 5.0's for the 1st time I thought the same.... it was a mess.
