I've had my 'Canadian Radiotelephone Operator's Restricted Certificate' since 1990, but I have never had an MMSI number set up for my VHF radio. I know that it is connected to my Garmin 720S GPS Chartplotter.
 
No, he is correct. A station license is different from a Radio Operator's Certificate (ROC-M) ..which you do need to legally operate a marine VHF radio in Canadian waters.

Section 3 is for a marine telephone or commercial vessels - the section I referenced exempts non commercial vessels with VHF radios purpose built for marine use only, transmitting on marine frequencies only. Specifically section 15.2 (2) of the act provides the exemption.

On March 17, 1999, Industry Canada published in the Canada Gazette an amendment to the Radiocommunication Regulations. This amendmentprovides for the exemption of "radio apparatus on board a ship or vessel" and "radio apparatus on board an aircraft" from the requirement to hold a radio licence.

It references both pleasure and commercial. I can tell you with 100% certainly you need a certification. Sorry, but you’re wrong.

Also this was covered in your PCOC test.

I'll dig deeper but the act seems pretty clear with regards to the exemption. I'm not doubting that a course would be helpful, however I read that exemption as being written quite clearly. As I mentioned, possibly there is something that supersedes that act, but I can't find anything that does.

The act clearly contradicts the other govt site that reads more like an ad to take the course, but doesn't actually reference any act stating you need to take the course.. but that's the government of Canada for you lol!

Though I am a huge proponent of training, I find it particularly offensive that the license to operate the boat can be done online for $30 in an afternoon, but you have to blow a whole day in a classroom and $180 to use the radio. This used to happen with CB radios... I had a license for one of those too back in the early 80's ... they dropped the requirement when FRS radios flooded the market. No doubt with Amazon selling inexpensive VHF to every kayaker and canoer that course will leave the classroom and head online... then disappear altogether.

And yes... for information purposes I will call the govt and find the exact "law" (if it actually exists) and post the info!

How do I obtain a certificate?

Candidates for the Radio Operator Certificate must successfully complete an examination. Courses and exams are given by the Canadian Power and Sail Squadrons. You can contact them via their web site: http://www.cps-ecp.ca/.

Just as an update from the guy who thought he might be able to reuse an MMSI:

I handed-off my prior MMSI to the person that bought my boat today. I then re-registered a new MMSI for the VHF that came with the boat I recently purchased. Fortunately for me the prior owner of my current boat never entered an MMSI so the process for me was quite simple.

(2) A person who operates any radio apparatus that is exempt from licensing in accordance with section 15.1 in the case of the aeronautical service, or section 15.2 in the case of the maritime service, may permit another person to operate the radio apparatus only if the other person holds the appropriate radio operator certificate set out in column I of any of items 1 and 3 to 14 of Schedule II.

I already saw that but it doesnt actually reference any laws, acts or regulations
