Bravo 3 Prop Question

I have my props off and I noticed on the forward one that there is a material bonded to 2 of the inner blades. I thought it was just dirt and tried picking it off but very quickly realized that it was bonded on into the profile. Does anyone know why this would be there?

My first thought is that it is for balancing but it seems a crude way of doing it.

I have not seen that before, but like you, balancing is the first thing that comes to mind.
 
After a closer look I think it may be JB weld. In the second picture if you zoom in to the exposed edge where I chipped a piece off it has a grey metal look.
I’m in fresh water so I kinda doubt it’s Barnacles.
Thanks for looking though.
I’m reluctant to chip it all off at this point. I felt it ran smooth last season.
Contemplating taking it to a prop shop and get an opinion and a balance check.
