two antennas

Can you attach a pic? Could be AIS, a second radio, a backup antenna, wifi, tv...

Could be Am/FM. Take them off the angle, strait up and down performs best!

I can't really tell by the pic but it does look like vhf. What equipment is on board? AIS?

When I bought my first boat. It had a broken Loran ant. on one side. So I removed it and put in a AM FM ant. It really was only for looks because I never turned the Radio on. Always used XM on the boat. Plus being in Lake Cumberland there was never any good reception because of being in a hole with hills all around the lake.

Thats what my second one was for.

LORAN was mostly gone from the world by 1990. There was maybe an active chain in Asia, but GPS had pretty much replaced it when the OPs boat was rigged. The whip antennas used were also different from VHF.

BTW put the antennas straight vertical. They work better and don't look stupid.

I have two antennas on my boat which is for two separate vhf radios. Do you not have two radios?

I have two VHF radios on my boat so two antennas. If you don't have two radios, perhaps one antenna went bad and a PO just added a new one.

Clinton signed the order for civilian use GPS in the early 90's if memory serves, and then around 2000, civilians got the high accuracy signal. There was really no 'throw the switch' moment where the world stopped using Loran C and went to GPS. Loran went side by side with GPS well into the 2000's.
2010 The US and Canada shut down thier Loran systems. Yes, by the time that the OP's boat was setup, GPS was the standard.

It was either 1994 or 95, I worked in a lab and we were tasked to do some high/low altitude testing on oxygen concentrators in Death Valley and Mammoth Lakes CA, so we purchased a hand held Garmin unit. ~=$1600! and it only told you where you were and how high you were.

In checking over some of the spec sheets for boats I have looked as, Sea Ray was still offering Loran systems as an option at least as late as 1996.
