Um, pretty sure that line is dead with the meter removed. Maybe some of our electrician members could confirm or correct me. The power (line side) can come from the top, or the bottom, just depends on if it's overhead or underground. That one is coming from the top, so that would be energized in a normal situation. That pic is obviously not real as you can't cut conduit with cable cutters. Plus, that's bolt cutters.Um, pretty sure that line is dead with the meter removed. The power from the street comes in to meter box from the top, so even with meter removed the top wires are still hot unless disconnected at pole.
