Engine won’t exceed 2000 RPM’s under load

mechanic said I needed a new fuel pump-replaced the water separator fuel filter -back to normal- wasn't getting more than 2000 rpm at full throttle
I’ve replaced the mechanical fuel pump on top of the raw water pump and the filter. I’ve also rebuilt the vapor tank and replaced the pump in it too. Fuel pressure tests at 37 psi which per my manual is good. I’ve also run all the old fuel I believe out of the tank and replaced it with fresh. The only part of the fuel system that I haven’t changed is the injectors. Unfortunately I’m still waiting on the parts to get here.
 
Plug wires on correctly?

Work with someone else and take it out and try getting it on plane. Then have them spray some starting fluid or carb cleaner in and see if the engine takes off. That'll tell you if it's fuel related or not.
 
I had a similar problem on mine, we did everything you did. It turned out that the distributor had jumped a tooth. It’s not supposed to be adjustable so we never figured out how it happened. Got it reset, works great now.
 
@douglee25 I thought that might be an issue but I’ve triple checked it and unless the seloc manual has the wrong order it’s correct.

@ColoSR I’ve checked the timing and it’s set dead on at 8°. When I had the heads done I had the distributor completely out and it looked in good condition. When I reinstalled it I set it to TDC with cylinder 1 so it should be fine.
