If I connect muffs to my stern drive, turn on the water hose, but dont start the engine will that send water into the engine block or does the engine need to be running to draw water in to the engine?

The engine needs to be running. To fully flush it needs to run for several minutes.

Thanks for the reply and to be clear I tried starting a winterized boat which didn't start. The engine was never started but did I de-winterize it by connecting the muffs and turning on the hose.

With a good impeller, (not missing vanes or large chunks) it would be difficult to push water past the raw water pump and into the motor. You probably noticed that most of the water from the muffs was spraying out between the muffs and the drive without the motor running.

Assuming you are talking about a bravo, I would pull the hoses back off or remove the blue plugs on the raw water pump to be safe. If hose pressure was able to push it past the transom, it could lead to freeze damage in the pump.

Since you tried started the engine, yes, you would have de-winterized it. To what extent is hard to say... but unfortunately -- or maybe fortunately? ;) -- it looks like you get to practice draining/filling again! The good thing is that, depending on your skill set, this may only be a 20 minute job.
