1984 34' express cruiser horn not working?

My 1984 34' express cruiser's horn does not work. I am not sure how dashboard switches work. The boat is fairly new to me so I am trying to work out some issues. I do not have a manual so could use some help! Thanks, John, "True Compass" .
 
Welcome aboard, John. Take a look on Sea Ray's site - you might find the owner's manual under the "owners" section.

So... the first thing you're up against is 40 year old wiring. Corrosion, vibration and simply old age all play a role in eating away at wiring and connections. This is just the nature of the beast with older things... and us. Keep in mind we're not only looking at the positive wires but also the grounds. That aside...

Start by checking your breakers/fuses. Then use a volt meter and check the line side of the switch for V+. If yes, turn the switch on and check the load side. If no, bad switch. If yes, it's either wire going to the horn, the ground wire of the horn or the horn itself. With this in mind, the next step is to go to the horn and check for V+. If you want, given that horns are notorious for being short lived, you could start at the horn if you choose.

On a 1984 you need to turn on the "horn breaker" before the horn button or switch will operate the horn.
