This is located in the cabinet and I pulled the face plate to verify the 3 wires were correctly connected, and they are. I tested each of the (2) outlets and no power to either one.
Is there a fuse that controls this outlet? If so, where do I check?

Find the GFCI that it is downstream of and reset the GFCI.

ok - As I posted to two different forums I expected I would get to a wider audience. Now I know that the forums overlap. One was to the General Forum, the other to Sport cruisers.

Look in the galley or head. It's an outlet with 2 small square buttons in the middle. One trips the breaker for testing, and the other resets the breaker for usage.
It is there to keep you alive when you are in a wet environment.

I was just on the boat and the GFCI's were in the bathroom and galley, as expected, and they are both working with the buttons pushed in. A third outlet, in the galley but up above away from the sink, without a GFCI, works fine also. A 4th outlet, in the V berth, works fine also.
If there are other ideas, please pass them along. Thank you

I would assume you only have two GFCI's, but who knows what a previous owner did. Maybe he re-wired things. That said, basing this off how things "should be"... all "regular" outlets are downstream of a GFCI. If there's power at the GFCI, but not at an outlet (and you tested properly), the issue is at the GFCI (wires not connected... possibly a GFCI that has an odd failure) or the wires in between. Test for V leaving the GFCI.
