Need help!! Calling all Experienced Mechanics!!!

1996 Rinker Captiva Cuddy with 454 MPI

I have a very clean 96 Rinker 232 Captiva Cuddy with a 454 MPI. I fire up my boat and I go out and have fun, stop the boat, shut it off, (not every time but) it can be as little as 2 minutes or up to 30 minutes later, my boat won't start and very light white smoke with the smell of gas is coming out my Corsa exhaust. I'm not Mechanically incline to a point on boat motors, but, I need help. Even sometimes while giving it gas, it will cut out a second or two seconds them its fine. I had the (I'm guessing) fuel pump cleaned out and new gasket replaced and it's still doing this.. I also (not always but alot) get an RPM flux while engaged and just puttsing along in a "no wake" zone of 2K up and down. Also when I start it and it fire up just fine, but my idle will be stuck around 3K (sometimes even after driving and then put it in nutural) and I'll have to shut my boat off then restart it to get to to go back to normal around 700 to 800. Besides these 3 issues it runs great, but I feel these 3 are all related to one issue. Please help me out!!!???

Sounds like a few issues.

1. High idle or fluctuating rpm could be a sign of a vacuum leak. Check you intake manifold or throttle body for air leaks.

2. The hard starts could be a combination of a vacuum leak, fuel pump, injectors, fuel lines, etc. Also the paint inside cool fuel modules are known to break off and clog up your fuel systems.

OK MPI means you should have an IAC valve. The function of an IAC valve is essentially a controlled vacuum leak. It stands for Idle Air Control Valve and it helps regulate your idle.

That's likely your problem based on your symptoms.

Sometimes cleaning them can help, however, if I'm not mistaken the intake has to come off. I wouldn't want to do it twice if I had the choice. Hopefully that's your problem.
 
@scoflaw - any other thoughts?
I'm going to order it and PRAY that's all that's wrong with it...sounds about right with it all being fuel related and the up and down idling and smell of gas....I'll keep u posted when I put it in!! Thank you so much again for all ur help and taking ur time out if ur day to help out!!!
 
Ok, I went there to the catalog and can't find it...here's the screen shot. Am I pulling a noob move or what....lol

I went under Sterndrive, Gas, 7.4L, 7.4LX MPI GEN V, 1996-1997 0F802000-0K999999

Would it be part 33 on the screen shot I sent u? Part # 805224A1
 
That could explain the gas smell, but that wouldn't explain the surge.
Uh oh.....Injectors? Well I'll start with the IAC then see how she runs... Anyone have a link to a manual for this motor??? Really could use one!
