I am wondering what this fluid is, it is a clearish, very light yellow and water-like consistency.

If anyone has an idea it would be appreciated because it is under minimum.

like where is it? is it in a reservoir attached to a pump? Is it on the engine or in a reservoir by itself next to the engine? info like that would help,

did somebody pi##ed into your engine compartment ?

seriously - i think its the hydraulic fluid for the powertrim cylinders of your drive
 
Looks like the trum pump tank. If its clear, power trim fluid. If its red, ATF. Mine have had ATF in them since I got the boat in 2008. Always worked fine.
 
yupp - now just find out why the trim leaks .

and remember : heading out for sea give always WOT , if the chicks are still in doubt trim it fully out !
