Front deck rail loose

So I'm looking at 2006 340DA, I noticed the front deck rail is pulled up from the deck. I took these pictures last week, I didn't notice the rail was pulled from the deck until I got home and studied the pictures. The boat is near Chicago and I'm over by Detroit so I can't just run back over to it easily. Has anyone dealt with this, if so, what was your fix? (never mind the dirt, she's a dirty girl and needs a heavy bath for sure, not sure she has ever seen soap) Thanks

The bow rails is thru-bolted and there should be a baking plate behind the rail mount. The decks are cored so that needs to be rre-bedded and tightened down. Getting to the back side of the bolt in the rail may be a challenge.

Don't buy this boat until you have a surveyor certify that the deck core is dry, and I'd make repairing the rail a condition of sale for the seller to do before you close on the boat, assuming the deck is dry.
 
Thank you for response, surveyor is coming out next week but I know starting 2003 there's no wood in the forward decks of the 320 and 340 DA's. Curious if someone has taken down the headliner to access the backing plates.
