In my pre purchase survey the port volt meter on the dash wash showing 16v plus when the engine was run at anything above idle.

What could cause this and what's the fix?

I don't have it set up where I can start it and diagnose fully.

most cases it means the charging system is not connected to a battery or the alt regulator is at fault

See if the alternator has a voltage regulator mounted on it. If so, check for a loose connection.

Does the gaudge reading go to 16 when you turn on the key without engine running, if yes the gauge is faulty, if it reads 12 you probably have alternator problem. New one is $200.
