How is it possible to reach the cool fuel drain plug on a 7.4 MPI with a Bravo 3? It is in an impossible location.

You're either moving other equipment out of the way so you can get next to the side of the engine, or you're standing on your head. Either of those ways should allow you get your hands on the plug. Don't worry - what you're looking at isn't all that uncommon - working on boat engines is often challenging. On the flip side, you've got it a bit easier having a single engine. Imagine trying to get to the fuel cooler on the stbd engine in a twin setup - on a boat with a narrow beam!

The other way is to simply remove the water intake hose at the t-stat, route/push it down low to drain as much water out of it and the fuel cooler as possible. Then you can backfill that hose with AF a couple times and it will push any residual water out through the drive. Backfill the other hoses and you're done.
