How bout this idea? If you're that worried about it, replace the plug/cord for him, maybe he'll pay you back, maybe he won't but you won't have to FRET about it any longer...….
 
Certainly not a set up I would want to be docked next to. Sounds like your marina is poorly managed by like a 4th party company. I say time to move. If they are not concerned about this, what other corners are they cutting?
 
Calling the authorities, whatever that means, is a great way to find your boat sitting on the bottom. I would be tempted to buy him a new cord as a "gift" because of your concern over his safety, and if he has an ounce of class, he will slip you some $$ to cover the cost. Otherwise, you start a war that ruins your peace.
 
This might be a better picture for you to see what appears to me to be burnt cord. I'm not even sure a new power cord would solve this issue as I don't know what his inlet look like. It appears he's by-passed it.

Ah yes, I see the burn now... appears to be from some external heat source (heater maybe).

Quite the mess he has there.
 
Hard to tell from the picture, but it doesn't look like it is plugged in. It is pretty clear from the insulation burns that cord has value as copper salvage!

Nice touch - cord held up by string and wire tie. I'd be moving my boat as far away from this guy as I can.
 
I still say offer to help him fix the problem, looks to me as if he bypassed the inlet. The black cord / wire is what mine looks like connected to my inlet.
 
Couple of thoughts:

1) That burn indeed looks like it's from an external source. Doesn't really look like the cable was significantly compromised, but I'd still want to replace it.

2) Looks hardwired to me too. I've seen worse and I've seen better, but not liking that the only thing protecting the copper from the elements is the heat shrink. Maybe it was the heat gun that burned the cable? :D

3) The gas can sitting next to the burned/spliced/exposed cord is sort of gratuitous in an "I also like to live dangerously" Austin Powers sort of way.

4) Moving slips (or if that fails, marinas) sounds like the most sensible option to me.
 
This post is bugging me now and it isn't even my boat. I can't believe someone would be dumb enough to leave that fuel can next to a power cord that has heat near it enough to cause that burn on the jacket. I am wondering if he isn't trying to burn his boat down for insurance and call it an accident. I hope you have found a new slip.
 
I don't think that can has anything in it. Doesn't look like the top is screwed on.
 
i think chances you succumb to a heart attack getting so exited about this are way higher than you blow and burn from a not even plugged in shore power cord sitting next to a canister with unknown fluid inside if any .
 
Don't forget that the income feed has a breaker that will trip do to over current or short to ground so even though it looks like hell there is up stream protection.

If it is a high resistive short, it will burn instead of trip a breaker. That's why we have electrical fires.....
 
If it were me, I would approach him nicely and say something like I noticed this and am just concerned about your safety. Can I help you in any way? Yes, you can get louder in the dockmaster's office, but more than likely, if he does anything at all, he will tell the boat owner who complained in the first place. Your neighbor is likely to be even more pissed at that point because he might wonder why you didn't just come to him first.

I noticed that too. Ironic that he had strain relief concerns in the wake of that “repair”.

I don’t see burns, I see dirt but that really doesn’t really matter.

The exposed splice and the obvious circumventing of the inlet is hazardous all the time, but a disaster waiting to happen if someone forgets to be mindful of what systems can be used at the same time before overload starts.

The gas can is just a combination of sloppiness (4O%) and foolish carelessness (60%).

The fact that this was done at all indicates a roasted inlet or cord end. Whatever caused it, it’ll probably happen again.

Regardless of what your course of action is, waiting shouldn’t be among them.
