The bearings are pressed onto the shaft 1st, then the entire assembly should be installed into the housing. The assembly is secured with a snap ring, so the fit into the housing should not be that tight, but you may have to gently press the bearings into the housing, especially an older housing that may be corroded, damaged, etc. After honing though, you should be having that much trouble. Make sure there is no damage to the housing - even a small dent could stop the bearings from sliding in easily.

Thanks Dale - I'll have to mic up both again. It looked like it was about a half thou interference and may need to be opened up to be line to line.

The bearings need to be pressed in.

Hey Masterfab, Your post from 2015 was very helpful. However, my tolerance ring is not a clip type but a crush type. Does it crush simply by attaching the outer seal? I have a 2003 5.0 mercruiser. Thanks
