Low Bridge or High Boat ?

It really doesn't look like it struck. I'm thinking the pilot car told the driver to go really slow and they discovered it won't fit. He's probably trying to get rerouted but backing down the highway will sure be fun.

Did you miss where the upper helm was laying on the deck?

I don't think it is. I could be wrong but it doesn't appear to have hit that very thin fiberglass on the bridge. Doesn't matter, not my boat. I'm just throwing out my opinion and experience. Mine was SOOOOO disassembled when we moved it and it was still dangerously close to height limits. (Read that as it had to be over but my hauler did it safely somehow) The bridge/helm all comes off, sometimes more than what the picture shows. When Sea Ray shipped them (400 Sedan Bridge) back in the day I'm sure they were very well disassembled. I managed to do half of what is possible for the disassembly. I can post pics if I can find them.
 
There would be visible damage if it had hit. Looks like it just is a case of a few inches.

In the mid-west the combine operators would drop the air in the tires to clear bridges then re-air them up on the other side. I'm guessing if they lowered the air pressure in the rear trailer tires it would easily clear.
 
I initially didn't think it touched but the article says a bridge inspector was called out. I don't think they would call him if there was no contact?

Here's the cradle they built for the fly bridge. They screwed up the cradle, made it too narrow, they had to remake it to fit the bridge assembly. The bridge assembly is 12' x 24' and had to be towed by its own truck and they had to get permits for it.
