Fly bridge steering

I have a 1986 sedan Bridge 300. The flybridge steering seems to be broken. The boat response very very delayed for turns. The wheel also does not stop turning after 5 turns. The second set of controls in the cabin does work as expected and stops after five turns. Does anyone know the cause or solution to this?
 
If you have hydraulic steering sounds like air in the system or low fluid. I had this on my helm and added fluid and bled the system works awesome. If you have a sea star system use only sea star fluid.
 
Do the two separate columns(fly bridge and cabin) work on different fluid? It is hydraulic steering. I can try to fill and bleed it, but I would guess it has a leak somewhere if it is low in fluid.

They May be plumbed seperatly but the bridge column is higher the air would affect that station I never saw or found a leak anywhere on mine I’d bet if you add fluid and bleed youlol be back in business
