In our electrical panel next to the start switch for the generator there is a blank spot labeled "blower". I popped the blank out and there are 3 wires (2 reds and 1 black). it seems no switch was ever installed or the previous owner removed it. I never paid any attention to it while we have owned the boat for the past 5 years. I've always just ran the blower from the helm when starting the generator but a recent surveyor pointed this out. I put a meter on the wires however I'm not getting any voltage. My question is could this have been setup this way from the factory as the generator may have been an option installed by the dealer? Its been called into question as the surveyor pointed this out as a "coast guard requirement". I don't want to go down a rabbit hole trying to install a switch that may not have been setup from the factory.

If it ain't broke don't try to fix it. I've never heard of that CC requirement but it may required on new boats.

My 320 came with the blower switch installed on the cabin electrical panel. A replacement switch is aviable from Sea Ray for $14.00. Doesn’t make sense why someone would remove the switch, but if it has a blank installed on your panel it sounds like you never had a blower switch there to start with.

Factory installed gen would have switch in the cabin. Gen was an option on the 320.
Probably aftermarket install.

If you have the EIM's and switch pads at the helm, that panel blower switch ties into the starboard switch pad via an electronic interface under the helm (at least it does in my 280). I had to diagnose and repair a malfunctioning panel blower switch that fried that electronic interface earlier this season. Wasn't a fun job to diagnose. I replaced all affected components and all is now good, but I left the cabin blower switch unplugged as the availability of the EIM parts is scarce and I can turn the blower on from the helm.

Yeah i'm not going to sweat this one. I just didn't want it to appear to the buyer that i was trying to hide something by removing a factory installed switch. Also couldn't speak with authority about the setup as i never thought twice about the switch being missing.
