Hello, need to repair hole in boat it’s about the diameter of my index finger 1/2 in or slightly bigger. Would marine Tex putty be the right type of application for this size patch or should I still use cloth and resin?

Looks like a bolt hole, sans bolt.

Possibly replace the bolt, seal up the sides of the holes and 4200/5200 a SS bolt with washers back in place.
 
That looks like a below the waterline thru hull fitting. Should be make of bronze, that looks like rust so guessing steel?
I would have a look at what caused that before doing anything. Has this just happened or has it existed for some time?
 
Depending on its position on the hull, I'd use that as an opportunity to add any through hull fitting I might wish to add. Sonar transducer, speed log, temperature probe, underwater LEDs, etc. come to mind.
 
I`m sure it`s a interesting story if not a bullet hole then a underwater fitting that went missing and pretty sure the bilge pump got a good workout too

ha ha ha lol, just seeing all the comments now. Its been a busy summer for me. I am not for certain but I can clearly see the ground from inside the cabin I believe the cause of this hole is something I never thought someone would do to a boat but I suspect that the previous owner decided to drill a hole in the hull to drain rain water from in side the cabin instead of just throwing a sump pump in it. I currently have it at a repair shop waiting on a report of the boats structural integrity. If it checks out I will slowly breathe life back into her. The location of this hole is starboard side, adjacent to forward trailer tire ( tandem axle) 5"-6" from the keel.
