I just finished re-doing the interior of my '74 240 Weekender. The paneling was scratched beyond saving. I tried sanding and bringing back the finish, but it was too far gone. My option was to paint it or cover it. I used an oil based spray, a rust preventative type paint. It worked well...

If I remember right, the valley cover is also part of the intake gasket. Google 351 ford valley cover.
